Why do so many Cityscape suites need a development permit?

As of October 2026, a secondary suite is a permitted use in R-G, so one that follows every zoning rule on an R-G lot goes straight to a building permit. Direct control districts set their own rules, so that shortcut may not apply on a direct control lot. Of the 179 applications decided, 175 were approved and 4 refused, with a median of 38 days to a decision. The registry follows the same rise. Cityscape added 22 suites to the City's registry in 2023, 89 in 2024, 142 in 2025 and 103 in 2026 so far, for 391 in total.

In the 2019 civic census, 695 of 970 dwellings were detached houses and 260 were townhouses, with 706 owner-occupied. With nearly three households in ten holding five or more people, plans here suggest more bedrooms, a main-floor bedroom for an older relative, or a suite that keeps family under one roof. There were 149 houses between 1,500 and 1,999 sq ft, 137 between 2,000 and 2,499 and 145 between 2,500 and 2,999. None was under 1,500 or over 3,000 sq ft. The yearly median has been falling: 2,430 sq ft in 2023, 2,224 in 2024 and 2025, and 1,987 in 2026 to date. New-house permits peaked at 141 in 2024 and reached 77 by the end of September 2026. The median declared value was $355,774 for a house and $66,676 for a suite created by altering existing space. Those are what applicants wrote on their permits; they aren't quotes and run below real costs.
Renovation permits are steady, between 13 and 16 a year, 56 in all, at a median declared value of $8,000. And basement developments fell from 45 and 51 in the first two years to 13 and 11, while suite alterations kept going. The permits suggest owners who finish a basement now mostly build a suite. Detached garages are rare here (32 permits), and decks rarer still (12).
What does the land use allow in Cityscape?
Direct control is Cityscape's biggest district at about 31.8%, with R-G close behind at about 28.8%. R-G lists secondary suites and backyard suites as permitted uses, as our suite guides set out from the Land Use Bylaw; direct control lots follow the rules written for them.

Most of the rest is special purpose land, 37.4% in all: S-UN, which the City labels urban nature, covers about 26.5%, the second largest S-UN share of the 97, and S-SPR, school, park and community reserve, about 10%. Neither is a residential district, so the lots you'd put a suite on are in R-G or direct control. Look up your own lot on the City's land use map before you draw a suite.
