As of October 2026, the Town of Canmore charges $10.00 per $1,000 of construction cost for a residential building permit, plus a 4% Safety Codes Council fee and a review fee of $46 to $135 (Town of Canmore, 2026 Master Fee Schedule). The bigger difference is the order: the Town won't accept a building permit until any development permit is approved, and its Land Use Bylaw requires one for every new house that doesn't include a suite.

Why does Canmore put the development permit first?

Because a new house without a suite is a discretionary use in Canmore's main detached-house districts. In R1 and R1A, "Detached Dwelling (with an Accessory Dwelling Unit)" is a permitted use, while a plain "Detached Dwelling" is discretionary (Land Use Bylaw, sections 3.1 and 3.2). Section 1.8.0.3 then requires a development permit for every detached house without a suite.

Calgary, by contrast, needs a development permit for a backyard suite every time (The City of Calgary, backyard suites). Canmore exempts a compliant one.

Construction cost sets the fee, counting labour, fixtures and materials. These are the 2026 residential lines:

That last line is unusual. The fee schedule files it under cash-in-lieu, next to parking cash-in-lieu.

How do Canmore's fees compare with Calgary's?

Close on houses, far higher on additions. Calgary charges $112 plus $10.14 per $1,000 for a new house and flat fees for alterations. Here's each with the levy, before Canmore's review fee:

What are the rules for suites in Canmore?

Canmore calls a suite an accessory dwelling unit, attached or detached, and allows one per house. Section 8.4 of the Land Use Bylaw sets the limits:

A suite can't be used as a tourist home, a B&B or visitor accommodation (8.4.1.1). It runs off the house's water and sewer connection, can't have a rooftop terrace, and parking on a lot with a lane has to come off the lane. At least 40% of the front yard must be landscaped.

What else does a new house in Canmore need?

Two rules shape the drawings early. First, a size cap: in R1, residential buildings can't exceed 325 m² (3,498 sq ft) of floor area on a lot under 930 m², or 0.35 times the lot area on a bigger one. An attached suite and basement space with a ceiling less than 1.2 m above grade don't count (Land Use Bylaw, section 3.1.3.11).

Second, the Green Building Regulations, which skip suites and accessory buildings. Every new house must engage a Certified Energy Advisor before the building permit is issued, and the Town's target is an EnerGuide result at least 10% better than the reference house (section 10.3.1). Miss the paperwork or the target before occupancy and you post a refundable security, set at $4.00 per $1,000 up to $20,000 in the fee schedule.

How long does a permit take in Canmore?

Canmore publishes review times every month. For decisions from March to August 2026, updated on 15 September 2026 (Town of Canmore, permit review times):

The building permit page warns that review "can take up to six weeks". Inspections run on Tuesdays and Thursdays, with at least two business days' notice. A finished building also needs an Occupancy Certificate before anyone moves in. Development permits add a notice posted on site for 10 days during review (Town of Canmore, development permits).

Where does a full-size walkthrough fit?

Before the development permit, while the floor area is still flexible. Under a 325 m² cap, a 60 m² detached suite and a 40 m² loft, a plan that's slightly too big gets cut, and it's better that you choose what goes.
