What needs a building permit in Rocky View County?

What does a building permit cost in Rocky View County in 2026?

The 2026 Master Rates Bylaw took effect on 1 January 2026. Here are the rates for homes:

Trade permits add more than $1,000. For 2,501 to 5,000 sq ft of developed area, garage included, electrical is $285, gas $235 and plumbing $290, and private sewage is $275. With the levy, the example house pays $3,905.20 in all.

Start before the permit is issued and each discipline's fee rises 20%. A pre-application meeting with Building Services costs $160 an hour.

One County form disagrees. Its Residential Cost Estimate, dated April 2021, says houses over 600 m² are charged on construction value (Rocky View County, Residential Cost Estimate), while the 2026 bylaw lists only per-square-foot rates. Ask Building Services which applies to a large house.

What are the rules for a suite on an acreage?

The County calls every suite, attached or detached, an accessory dwelling unit. As of October 2026, the Land Use Bylaw (section 122 and its definitions) sets these rules:

  • No larger than 150 m² (1,615 sq ft) of gross floor area, and one per parcel.
  • A permanent foundation, one parking stall and its own County address.
  • A detached one must be at least 37.1 m² (399 sq ft), and it counts toward the parcel's accessory building area.

It's a permitted use in A-GEN and A-SML, so it needs no development permit there if it meets the bylaw. But an agricultural parcel under 4.0 ha (9.88 ac) follows the R-RUR uses, where it's discretionary. Garden suites must be applied for with a contractor listed; they "cannot be applied for as homeowner permits" (Rocky View County, accessory dwelling unit checklist).

A wet bar can make a suite. The County reviews any space with its own cooking, sleeping and sanitary facilities as a possible suite, and counts even a microwave as cooking (Rocky View County, Guideline ESP-30).

How big can a garage or shop be on an acreage?

It depends on the district. Above the permitted size, it needs a development permit. Here are the three common residential districts:

What changes for a large estate home?

Size can move a house into a stricter part of the building code. The National Building Code, 2023 Alberta Edition, applies Part 9 only to houses of 3 storeys or less with a building area of 600 m² (6,458 sq ft) or less (NBC(AE) 2023, 1.3.3.3). Above that, Part 3 applies.

Rocky View County's guideline, updated 6 March 2026, adds two points (Rocky View County, Guideline ESP-13):

  • A walkout basement counts as the first storey, so three floors above a walkout make four storeys, and that's Part 3.
  • A meeting with a Safety Codes Officer is mandatory before you apply if the building area tops 550 m² (5,920 sq ft), or if firewalls or walkways split the house into two buildings.

Building area is the footprint above grade, measured to the outside of the cladding, so settle it before the drawings are final. How long does a building permit take in Rocky View County?

The County's administrative review "may take 35 days", and an application isn't complete until every document is in. After that, a permit typically issues in 3 to 5 days for a basement, deck, wood stove or kitchen renovation. A house, an addition, a detached garage or a suite takes 10 to 25 business days (Rocky View County, get a building permit).

Permits expire one year after issue. You can get one free one-year extension if you ask in writing before it expires (Rocky View County, permit FAQ).

Online through myBuild, the County's permit portal, or in person at County Hall, 262075 Rocky View Point, with your files on a flash drive.
