Arbour Lake owners spend their permits on outdoor space and on making existing homes bigger. City of Calgary open data shows 39 deck permits issued there from January 2023 to 29 September 2026, 1.5% of the city's total and the third most in the Northwest sector, alongside 16 additions and 52 renovations. It's an older community, too: 20% of residents were 65 or over in the 2021 census.

Key takeaways

  • Arbour Lake's 39 deck permits are 1.5% of Calgary's total, a larger share of the city than it holds for any other project type except new apartments and plexes, and the third most in the Northwest sector.
  • Deck permits held at 11, 9 and 9 in the three full years, and 2026 had already reached 10 by 29 September.
  • Arbour Lake had 16 additions, 1.0% of Calgary's total, against 21 new single-detached houses that were all issued in 2023.
  • In the 2021 census, 20% of Arbour Lake residents were 65 or older and only 14% were 14 or younger.
  • The 2019 civic census counted 308 manufactured homes in Arbour Lake, 7.8% of dwellings, the second highest share in the Northwest sector.
  • Direct Control districts drew 52 of Arbour Lake's 140 development permit applications, more than any standard district, though they cover only 12.3% of its area.

What do Arbour Lake owners build?

Renovations, basements and decks lead, with steady numbers each year. Renovations totalled 52, basement developments 40 and decks 39.

Permits issued, excluding cancelled ones. "Share of Calgary" is this community's part of the citywide count for the same project type and years. Declared value is what the applicant wrote on the permit application. It is not a quote and runs below real costs. Medians are shown only where a category has at least 5 permits. A deck needs a City permit when it's covered or any point is more than 0.6 m (2 ft) above grade, as the Calgary building permits guide explains. The median Arbour Lake deck was declared at $5,813 and took 15 days to issue. Declared values are what the applicant wrote on the permit and run below real costs.

The 16 additions had a median declared value of $39,178 and a median 28 days to issue. For a household that wants a main-floor bedroom or a bigger kitchen without moving, an addition is the usual route; the home addition cost guide puts current prices on it.

Were new houses built in Arbour Lake?

Yes, but in one burst. All 21 new single-detached permits were issued in 2023, all between 2,000 and 2,499 sq ft, and their median of 9 days to issue was the fastest of 74 communities with a median.

Sizes that uniform, issued that quickly, suggest one development rather than owners rebuilding lot by lot. Rowhouses followed a similar pattern, with 15 of the 23 permits issued in 2025. Their median declared value of $1,532,561 per permit was fourth highest in the data; the data doesn't say how many units each permit covers.

Who lives in Arbour Lake?

More older residents than most of Calgary. The 2021 census counted 10,335 people in 3,850 households, and 20% were 65 or older, tied with Charleswood for the seventh highest share of 84 communities.

Population and household figures are from the 2021 Census of Canada as published by the City of Calgary; dwelling types are from the City's 2019 civic census, the last one it ran. Newer communities have grown since. Source: City of Calgary open data (building permits, development permits, secondary suite registry, census 2021 population, census 2021 households, civic census 2019, land use districts), retrieved 5 October 2026.

The 2019 civic census found 2,682 single-detached homes, 68% of 3,937 dwellings, and 81% owner-occupied. It also counted 308 manufactured homes; in the Northwest sector, only Greenwood/Greenbriar had a higher share. A population this age suggests plans that keep everything needed on one floor: a main-floor primary bedroom, a bathroom that works with a walker, and a deck reached without steps. The primary bedroom guide shows the clearances around a king bed.

Can you add a suite in Arbour Lake?

Many owners have. The City issued 23 permits for altering existing space into a suite and 8 for suites built as new construction (the City's New work class, which covers a suite in a new or an existing house), and its registry lists 111 Arbour Lake suites.

Development permits applied for from 1 January 2023; many home projects in Calgary need only a building permit, so these are a subset of all work. The registry lists suites the City has confirmed meet the rules, not every suite that exists. Source: City of Calgary open data (building permits, development permits, secondary suite registry, census 2021 population, census 2021 households, civic census 2019, land use districts), retrieved 5 October 2026.

The registry added 23 Arbour Lake suites in 2023, then 11, 16 and 13 so far in 2026. The alteration permits had a median declared value of $71,318. As of October 2026, a secondary suite is a permitted use in R-C1, R-C1N, R-C2 and R-CG, and one property can have one suite, not both kinds; the legal basement suite guide has the details.

How is Arbour Lake zoned?

In many pieces. No single district covers more than a quarter of Arbour Lake's districted area, and Direct Control alone covers 12.3%.

R-C1 is the largest at 24.8%. S-SPR, the bylaw's school, park and community reserve district, covers 11.7%, and S-TUC, the transportation and utility corridor district, 10.2%. R-C2 at 9.6% and R-C1N at 9.2% are next, so the three low-density residential districts together hold about 44%. Direct Control sites follow their own bylaw, written for development that needs "specific regulation unavailable in other land use districts" (Land Use Bylaw 1P2007, s.20). That helps explain why DC led development permit applications here, with 52 of 140. Look up your own lot on the City's land use map before you plan.

Walking an Arbour Lake addition at full size

An addition is the project where it's hardest to picture the new room against the old house. At the studio, the plan is lit at full size on a walkable LED floor, so you can walk from the existing kitchen into the new space, place the sofas and dining table, and check whether a walker or wheelchair can turn in the bathroom. Elevations go up on a wall-size screen, so you can see how the addition meets the deck outside.

Changes are made during the session and recorded for you to keep. Send the plan as a PDF or DWG at least three days before. The quote is free and based on the plan's size: see pricing, book, or go back to the communities hub.
