Permits issued, excluding cancelled ones. "Share of Calgary" is this community's part of the citywide count for the same project type and years. Declared value is what the applicant wrote on the permit application. It is not a quote and runs below real costs. Medians are shown only where a category has at least 5 permits. The timing shift is the story. Semi-detached permits peaked early and rowhouses picked up from 2025, which fits the development permit data below. Rowhouses took a median 111.5 days to issue, against 37 for a semi-detached home, so a rowhouse plan here should allow a longer wait. Declared values are the applicant's figures and run below real costs: a median $233,691 for a semi and $849,407 per rowhouse permit, though the data doesn't say how many units each rowhouse permit covers.

Garages slowed after 2024, from 19 permits to 5 in 2025, and their median 35 days to issue tied with Highland Park for fifth slowest of the 87 communities profiled here. The detached garage cost guide covers 2026 costs.

The 10 single-detached houses were small and slow. Their median of 62.5 days to issue was the second slowest of 74 communities, and six of the ten were 1,500 to 1,999 sq ft.

The median was 1,952 sq ft, set by the 2024 houses, and none reached 3,000. With ten houses, read this as a description, not a rule. The new home permit time guide covers what drives those waits.

Why are rowhouses rising in Rosscarrock?

The development permits point to R-CG. It drew 43 of Rosscarrock's 116 applications, ahead of R-C2 with 30, and the Land Use Bylaw says R-CG accommodates "Rowhouse Buildings, Townhouses" and semi-detached homes (Land Use Bylaw 1P2007, s.525).

By area, R-C2 is still the biggest district at 42.5% of the districted area, the bylaw's one/two dwelling district for single, semi-detached and duplex homes. Direct Control covers 22.7%, and M-C1, low-height medium-density multi-residential, 10.6%. R-CG covers only 4.8% of the area, so those applications are concentrated on a small share of the land. All 97 decided development permit applications were approved, at a median 60 days. Check your lot on the City's land use map.

Can you add a suite in Rosscarrock?

Yes, and many owners have. The City issued 17 permits for altering existing space into a suite, second most in the West sector, at a median declared value of $65,148 and a median 35 days to issue, plus 4 for suites built as new construction.

Development permits applied for from 1 January 2023; many home projects in Calgary need only a building permit, so these are a subset of all work. The registry lists suites the City has confirmed meet the rules, not every suite that exists. Source: City of Calgary open data (building permits, development permits, secondary suite registry, census 2021 population, census 2021 households, civic census 2019, land use districts), retrieved 5 October 2026.

The registry added 32 Rosscarrock suites in 2024 and 30 in 2025, with 17 in 2026 so far. As of October 2026, a secondary suite is a permitted use in R-C2 and R-CG, and a backyard suite is discretionary in both; a property can have one suite, not both. The legal basement suite guide explains the basement route, and the egress window guide covers bedroom windows.

The 2019 civic census found 283 converted structures, 16.5% of dwellings and the sixth highest share in the data, alongside 511 duplex units and 385 apartments. With about three-quarters of dwellings not owner-occupied, the data suggests owners building here often plan with a tenant in mind, whether that's a rowhouse unit or a suite under a semi.

Walking a Rosscarrock rowhouse at full size

A rowhouse unit is narrow, and the questions are about width: whether the stair, kitchen and living room can line up without a dead corridor, and where the suite's door goes. At the studio, the plan is lit at full size on a walkable LED floor, one storey at a time, so you can walk the full depth of the unit and stand where a tenant would.

The dining table, sofas and freestanding walls show whether the main room works at the width you've drawn, and elevations go up on the wall-size screen. Changes appear on the floor straight away, and the session is recorded for you. Send a PDF or DWG at least three days ahead. The quote is free and based on plan size: see pricing, book, or go back to the communities hub.
