Permits issued, excluding cancelled ones. "Share of Calgary" is this community's part of the citywide count for the same project type and years. Declared value is what the applicant wrote on the permit application. It is not a quote and runs below real costs. Medians are shown only where a category has at least 5 permits. Source: City of Calgary open data (building permits, development permits, secondary suite registry, census 2021 population, census 2021 households, civic census 2019, land use districts), retrieved 5 October 2026.

The 92 detached garages are the largest category. Renovations, at 51, are second most in the Centre sector. Additions (11) and basement developments (13) are few. Declared values on these permits are what applicants wrote and run below real costs, so treat the $460,712 median on a new house and the $38,576 median on a garage as permit figures, not prices. The custom home cost guide has real ones.

The City describes R-C2 as single-detached, semi-detached and duplex homes, and M-C1 as mostly 3 to 4 storey apartments and townhouses (The City of Calgary, land use districts). The development permit record splits almost evenly between R-CG (106 applications) and R-C2 (102), even though R-CG shows on only 1.7% of the area on today's map. R-CG came with the 2024 citywide rezoning; since its repeal took effect on 4 August 2026, a rezoned lot returns to its old district unless an R-CG, R-G or H-GO development had been applied for or approved (The City of Calgary, 2026). Check yours on the City's land use map.

Can you add a suite in West Hillhurst?

On an R-C2 lot, a secondary suite is a permitted use as of October 2026, according to the site's legal basement suite guide. Few owners have taken a permit for one: 7 alteration permits that turned existing space into a suite, 3 suite permits classed as new construction, and 2 backyard suites, both in 2026.

Development permits applied for from 1 January 2023; many home projects in Calgary need only a building permit, so these are a subset of all work. The registry is moving faster. It lists 112 West Hillhurst suites, and additions went 6, 8 and 16 from 2023 to 2025 before 33 in 2026 to date. A backyard suite in R-C2 is discretionary and, since 4 August 2026, can't go with a semi-detached home outside R-G and R-Gm unless approved before; with 20% of 2019 dwellings counted as duplexes, the backyard suites guide is worth reading first.

In 2019, 1,510 of 3,086 dwellings (49%) were single-detached, 613 (20%) were duplex units and 520 (17%) were apartments. Just 53% were owner-occupied. For a new house, an older population suggests thinking about a main-floor bedroom or a layout that works with fewer stairs.
