Capitol Hill came through the repeal with more rowhouse zoning than almost anywhere else in the data. On the City of Calgary's current land use data, R-CG covers about 16.7% of the community, the third largest share of the 97 communities on this site, behind Forest Lawn and Banff Trail. Since January 2023, City open data to 29 September 2026 shows 53 rowhouse and townhouse permits and 58 semi-detached permits there, against just 26 new single-detached houses.

Key takeaways

  • R-CG covers about 16.7% of Capitol Hill, roughly a sixth of the community and the third largest R-CG share of the 97, while R-C2 covers about 45.4%.
  • Capitol Hill's 53 rowhouse and townhouse permits rank 14th of 97 communities and second in the Centre sector, at 2.2% of Calgary's total.
  • New attached homes outnumbered new single houses more than four to one: 111 semis and rowhouses against 26 single-detached houses.
  • A semi-detached permit took a median 67 days to issue here, the fourth slowest of 61 communities, and development permits took a median 83.5 days to a decision.
  • The City's suite registry added 64 Capitol Hill suites in 2025 and 68 in 2026 to date, up from 19 in 2023.
  • In the 2021 census, 40% of households were one person, tied for eighth highest of 84 communities, and in 2019 only 34% of dwellings were owner-occupied.

Can you still build a rowhouse in Capitol Hill?

On an R-CG lot, the City lists rowhouses and townhouses among what the district allows, alongside single-detached and semi-detached homes (The City of Calgary, land use districts). That's the question in Capitol Hill, because only some lots carry it.

The citywide rezoning of 2024 was repealed effective 4 August 2026. The City says lots rezoned in 2024 go back to their previous district unless an R-CG, R-G or H-GO development had been applied for or approved (The City of Calgary, 2026). Capitol Hill's current map still shows R-CG on about 16.7% of the area. R-C2, which the City describes as single-detached, semi-detached and duplex homes, is the main district at about 45.4%, the ninth highest R-C2 share of the 97 communities on this site. Just behind R-CG comes S-SPR, the school, park and community reserve district, at about 14.3%. M-CG, for townhouses and fourplexes, covers about 3.0%.

The two districts can sit on neighbouring lots, so look up yours on the City's land use map before you draw. Of 214 development permit applications here since 2023, 106 were on R-CG lots, 40 on R-C2 and 18 on H-GO.

Rowhouse permits carried a median declared value of $816,484 and semis $253,385. Those are figures applicants wrote on their permits and they run below real costs. The custom home cost guide has real ranges, and the permits guide covers what's involved.

Detached garages fell from 25 in 2023 to 16 in 2025. Renovations were few, 27 in all, but quick: a median 8 days to issue, the fastest of 88 communities with a median.

How long do Capitol Hill permits take?

Longer than most for new homes. A semi-detached permit took a median 67 days, a rowhouse 118 days and a single-detached house 31 days. Development permits took a median 83.5 days to a decision, the 13th slowest of 96 communities; 179 of 180 decided were approved. If you're building attached housing here, budget for months rather than weeks before construction starts.

How big are new single houses in Capitol Hill?

Modest by infill standards. The 26 new single-detached houses had a median of 2,083 sq ft on the permit. Twelve were between 1,500 and 1,999 sq ft, and only 4 reached 2,500 sq ft or more.

The median sat close to 2,000 sq ft every year with enough houses to report: 2,099 sq ft in 2024, 1,962 sq ft in 2025 and 1,971 sq ft in 2026 to date. That floor area usually leaves out the basement.

Are suites common in Capitol Hill?

Development permits applied for from 1 January 2023; many home projects in Calgary need only a building permit, so these are a subset of all work. The registry lists suites the City has confirmed meet the rules, not every suite that exists. Source: City of Calgary open data (building permits, development permits, secondary suite registry, census 2021 population, census 2021 households, civic census 2019, land use districts), retrieved 5 October 2026.

Backyard suites stand out among the permits: 8 since 2023, tied for ninth of 97 communities, with 5 in 2025. They had a median declared value of $132,234 and took a median 55.5 days to issue. Six suite permits fell in the City's New work class, meaning suites built as new construction, none were for altering existing space into a suite, and 10 development permit applications were for suites.

As of October 2026, the site's legal basement suite guide lists a secondary suite as a permitted use in both R-C2 and R-CG. The backyard suites guide lists a backyard suite as discretionary in both, and since 4 August 2026 a lot can have only one kind of suite.

Population and household figures are from the 2021 Census of Canada as published by the City of Calgary; dwelling types are from the City's 2019 civic census, the last one it ran. In the 2019 civic census, only 878 of 2,440 dwellings (36%) were single-detached. Duplex units made up 24%, the seventh highest share of 87 communities, apartments 22% and converted structures 15%, eighth highest. Owner-occupied dwellings were 34%. For a new rowhouse or semi, that mix suggests units planned for one or two people, which affects how many bedrooms each unit needs. The bedroom size guide helps size them.

Walking a Capitol Hill rowhouse unit

A rowhouse unit shares at least one side wall, so most of its windows face front or back. At the studio, the unit's plan is lit at full size on a walkable LED floor with room names and dimension lines, one floor at a time. You can stand at the kitchen and see the sightline to the front window, check the stair landing, and place the dining table and chairs where the plan puts them. For a multi-unit plan, sessions are quoted per unit plan.

Changes appear on the floor during the session, and you keep the recording. Send a PDF or DWG at least three days ahead. The quote is free: see pricing, book a session, or browse the communities hub.
