If you live in Chaparral, the project your neighbours are most likely doing is finishing the basement. City of Calgary open data counts 96 basement development permits there from January 2023 to 29 September 2026, nearly twice the 50 renovations that came second and 1.4% of every basement permit in Calgary. The pace has held steady at 25 to 28 permits a year, while only 5 new houses were permitted.
Key takeaways
- Basement developments were Chaparral's biggest project type by far: 96 permits, against 50 renovations, 14 decks, 13 additions and 12 garages.
- Chaparral basement permits ran 28, 26 and 25 in the three full years, with 17 more issued in 2026 up to 29 September.
- Chaparral's 96 basement permits are 1.4% of Calgary's total and 6.2% of the South sector's, against 5 of the city's 17,090 new single-detached houses.
- 88% of Chaparral dwellings were owner-occupied in the 2019 civic census, second only to McKenzie Lake among the 87 communities profiled here.
- Chaparral had 13 additions, the fourth most of the 15 South sector communities profiled here, but only 12 detached garages.
- The City's suite registry lists 34 Chaparral suites, fewer than in 88 of the 96 communities with registry data.
Why are so many Chaparral basements being finished?
The houses are there and the owners are staying. The 2019 civic census found 3,290 single-detached homes, 79% of 4,179 dwellings, and 3,674 owner-occupied dwellings. Few new houses are being added, so the work has moved downstairs.

Permits issued, excluding cancelled ones. "Share of Calgary" is this community's part of the citywide count for the same project type and years. The median basement permit was declared at $32,647 and took 8 days to issue. That value is what the owner wrote on the application, and the real cost of a finished basement is higher; the legal basement suite guide carries 2026 builder ranges for both a basement and a suite. Renovations, at 50, were the second biggest line, with a median declared value of $8,673.
New houses barely appear. The City issued 5 new single-detached permits, all in 2025, with a median of 2,477 sq ft on the permit. Additions were more common, at 13, with 7 in 2025 alone; the home addition cost guide covers what one costs.
What is the typical basement for: family or a tenant?
The numbers suggest family. Chaparral had 13 permits for altering existing space into a suite and 8 for suites built as new construction, 21 in all against 96 basement developments, fewer than one suite for every four basements.

The 2021 census counted 12,500 people in 4,170 households, with an average of 3.0 people and 21% of residents aged 14 or under. Only 15% of households were one person. A household of three or more with children suggests basements here are planned as a rec room, a guest bedroom and a bathroom, with the ceiling height and window sizes deciding what can be a bedroom. The basement ceiling height guide and the egress window guide set out those minimums.
Is a basement suite allowed in Chaparral?
In most of it, yes, as of October 2026. Development permit applications here were split between R-G (38) and R-1 (37), and the legal basement suite guide lists a secondary suite as a permitted use in both.

Development permits applied for from 1 January 2023; many home projects in Calgary need only a building permit, so these are a subset of all work. The registry lists suites the City has confirmed meet the rules, not every suite that exists. Owners filed 19 suite development permit applications since 2023, and 82 of 83 decided applications of all types were approved, at a median 33 days. The 13 alteration permits had a median declared value of $59,297 and took a median 24 days to issue. Since 4 August 2026, a property can have one suite, not both a basement suite and a backyard suite. No backyard suite permits were issued in Chaparral in the window.

R-1 is the largest district at 32.4%, and the Land Use Bylaw describes it as single detached dwellings in the Developing Area (Land Use Bylaw 1P2007, s.444). S-TUC, the transportation and utility corridor district, covers 19.9%, and S-R, the bylaw's recreation district for "indoor and outdoor recreation uses" (Land Use Bylaw 1P2007, s.1041), 19.8%. S-SPR at 5.9%, R-1N at 5.6% and S-UN, for natural areas, at 5% fill out most of the rest. Check your own lot on the City's land use map.
Seeing a Chaparral basement at full size
Basements are where a plan on paper misleads most, because the furnace, the beam and the stair are fixed and everything else has to fit round them. At the studio, your basement plan is lit at full size on a walkable LED floor. You can walk down the stair line, stand in the rec room with the sofas and coffee table placed, and check whether the guest bedroom still feels like a room once the bed is in.
Freestanding walls can stand in for the mechanical room. Changes show on the floor straight away, and the session is recorded for you. Send the plan as a PDF or DWG at least three days ahead. The quote is free and based on the plan's size: see pricing, book a session, or browse the communities hub.
